Italy–Algeria: Strategic partnership signed for industrial cooperation, innovation and Mediterranean development

Institutional mission led by Luigi Carfora: Consorzio Suggestioni Campane Promotion and Confimi Industria Campania at the forefront for Made in Italy, Southern Italy and Campania

Algiers / Italy – The Institutional and Strategic Cooperation Partnership Agreement was signed in Algeria between the Consorzio Suggestioni Campane Promotion and ONSPEA – the National Trade Union Organization of Algerian Employers and Entrepreneurs, a representative body officially recognized by the Algerian State.

The signing took place within the framework of a high-level institutional mission led by Luigi Carfora, President of the Consorzio Suggestioni Campane Promotion and of Confimi Industria Campania, who promoted and coordinated the dialogue and cooperation process launched between Italy and Algeria.

The institutional meetings were organized and hosted by ONSPEA, led by its President Mr. Djamel Elouchefoune, together with Mr. Abdallah Sifour, Conseil du Président and Head of the Italy Desk, and Mr. Brahim Hazmoune, Conseil du Président for Foreign Affairs, who coordinated the activities and institutional dialogue with Algerian authorities.

During the mission, the Italian delegation met Ms. Brahouma Slim, President of the Parliamentary Committee on Economic Affairs, Planning, Industry, Trade and Employment of the Algerian National People's Assembly.

Also attending the meeting were Mr. Seddik Bakhouche, Member of the National People's Assembly of the People's Democratic Republic of Algeria, elected in the 9th legislature and active in parliamentary committees dealing with economic-financial matters and institutional relations, and Mr. Yahi Ali, Vice President of the Committee on Economic Affairs, Industrial Development, Trade and Planning.

The meeting was also attended by Mr. Badjadi Athmane, representative of the Ministry of Religious Affairs and Wakfs of the People's Democratic Republic of Algeria, confirming the attention given to cultural dimensions and inter-institutional dialogue.

In discussions with Algerian parliamentary representatives, President Luigi Carfora presented a detailed assessment of the role and implementation of the so-called Mattei Plan, Italy's economic cooperation strategy with African countries.
According to President Carfora's analysis, the initiatives implemented so far have mainly focused on macroeconomic frameworks and major strategic balances, without generating concrete and widespread impacts in terms of economic development and employment, either for Italy or Algeria, particularly for small and medium-sized enterprises (SMEs) and productive territories.

President Carfora further highlighted that the lack of structured involvement of SMEs has represented one of the main limitations of policies adopted so far, stressing the need for a change in approach, oriented towards targeted, operational and territorial interventions capable of directly engaging the real entrepreneurial fabric.
This approach, shared by the Algerian parliamentary representatives present, was identified as an essential condition to transform international cooperation from a purely political-diplomatic framework into an effective lever for economic and employment development.

Within this perspective lies the cooperation programme promoted by the Consorzio Suggestioni Campane Promotion, strongly advocated by President Luigi Carfora, aimed at translating institutional dialogue into concrete actions supporting the companies affiliated with the Consortium, also through the use of dedicated financial instruments such as SIMEST's "Africa Measure", currently active, which provides concessional financing and grant components for internationalization projects, productive investments, training and supply-chain strengthening, with particular attention to companies based in Southern Italy.

In this context, companies associated with Confimi Industria Campania — the productive and industrial representation of the Campania region, expressing manufacturing enterprises, labour and the regional production system — benefit from the opportunities generated by the institutional action promoted by President Carfora through the Consortium, in full respect of the respective roles and associative frameworks.

During the meetings, President Luigi Carfora also underlined the need to complement traditional industrial cooperation with advanced technological collaboration, focusing on new technologies and artificial intelligence, considered strategic levers for modernizing production systems, innovating industrial processes, transferring skills and creating new employment opportunities.
This vision aims to build new-generation industrial and technological partnerships, based on sustainable development, inclusion and shared growth between Italy and Algeria.

The partnership with ONSPEA marks the beginning of a strategic cooperation path intended to develop progressively over time. Within this framework, further initiatives for institutional dialogue and in-depth cooperation are currently under consideration, aimed at consolidating the dialogue already launched and translating it into operational actions benefiting the respective production systems.
